The river Seine is a very strong issue in terms of identity and a potential for economic development, tourism and social appropriation shared by both Plaine Commune and the municipalities bordering the northern loop of the Seine.

 

Therefore, the towns and agglomeration communities have decided to get together within a framework agreement (Arc en Seine) and to initiate a reflection which seeks to establish a strategic diagnosis and a thematic atlas followed by a master plan for the north loop of the Seine which flows from Saint Ouen to Epinay-sur-Seine over 8 km, to which should be added 14 km of the banks of Île-Saint-Denis.

 

The objective of the urban study is to revisit the relation of the river which was until now marked by the industrial past of this territory, and to make it a continuity element of urban and landscape quality.

Urban feasibility services to define an urban, ecological and landscape plan for the perimeter of the river Seine banks, in order to develop the Plaine Commune “Seine project”.

 

setec tpi was in charge of a technical and financial studies assignment at the Preliminary Studies level:

  • Estimates of the redevelopment works of the Seine Banks with the creation of a parameterized costing tool.
  • Technical feasibility studies on demolitions, reinforcements and rehabilitation of bank structures.
  • Definition of the hydrological constraints of the Seine.

The principle of the increased bank

The guide plan is based on the idea that the bank must not be considered as a rigid limit that opposes urban space and the river, but rather as an edge, an active and unifying thickness, support for new interactions and activities.

The variable influence of the PPRI, conditioned by the territory topography (natural or anthropogenic), constitutes a common regulatory framework for the towns located on the banks of the Seine.
