Urban Study on the New Urban Renovation Project in the Lochères district in Sarcelles, Ile-de-France. 

 

The urban study pertains to the “Grand Ensemble de Lochères”, the first social housing cluster in France. Its construction, entrusted to Jacques-Henri, started in 1955.

 

The project is particular due to the innovative construction processes implemented (chain-built housing blocks…), and its urbanisation scale. With its 12,000 dwellings, divided into ten neighbourhoods and covering a total area of 156 hectares, the Lochères are home to two thirds of the population of Sarcelles, 37,000 inhabitants.

 

The New Urban Renovation Project reflects the ambition to profoundly requalify the living environment of the inhabitants and to open up the neighbourhood. These guidelines are typical for this type of renovation project as they address problems such as a dysfonctional urban structure, the obsolescence of some facilities and spaces …

A complex landholding

Currently, the”Grand Ensemble de Lochères” is managed by several social housing owners and its landholding division is quite complex, resulting from several years of operation. The aim of the New Urban Renovation Project is therefore to open up the different neighbourhoods, decrease density in the social housings and create new public spaces, which will replace the poorly maintained existing ones. This also applies for the prioritisation and restructuration of the existing utilities networks, currently running under private plots.
